Impact StatementThis research moved resilience thinking from concept to practice in water governance decisions affecting millions of people. The Murray–Darling Basin and the Mekong River now incorporate practical applications of resilience and “Drivers of Change” into major policy and planning instruments. This changed how risks, trade offs and future system trajectories are considered in decision making about these waterbodies, improving the capacity of institutions to make adaptive, inclusive and risk aware decisions in highly uncertain and politically contested contexts.
The Challenge
Water governance decisions shape entire regions, economies and cultures, yet they are made under profound uncertainty. Climate change, cumulative environmental pressures, competing demands and political contestation mean that decisions often have long term consequences that are difficult or impossible to reverse.
This challenge is particularly acute in two globally significant river systems. The Murray–Darling Basin, Australia’s largest river system, supports more than 2.4 million people and underpins national food production, Indigenous cultural connections and regional livelihoods. The Mekong River, spanning six countries, supports the lives and livelihoods of over 300 million people and is central to Southeast Asia’s food security and biodiversity.
Historically, governance in both systems has relied on static, hydro-ecological optimisation based approaches that assume stable conditions and predictable futures. In practice, this has contributed to over allocation of resources, delayed responses to ecological decline, conflict between users, and limited capacity to respond to climate change and interacting pressures. Decision makers therefore face heightened risk when policies and monitoring systems are designed without tools to interpret uncertainty, system change and long term trade offs.
Research Contribution and Engagement
This research addressed a key governance gap: how ecological and social knowledge is translated into decisions in complex, high-stakes water policy settings.
Its core contribution was making resilience thinking and “Drivers of Change” usable in practice. These concepts were applied to support decision-making by:
-using Drivers of Change as forward-looking indicators to inform adaptive planning.
-identifying thresholds and feedbacks to guide limits of acceptable change.
-structuring discussions of future scenarios to clarify trade-offs and uncertainty.
-linking scientific knowledge to governance-relevant indicators.
Together, these approaches helped shift water governance from static planning to more adaptive, evidence-informed decision-making.
This work was delivered through applied research and sustained engagement, including advisory roles, commissioned projects, and collaboration with river managers, policymakers and scientists across Australia and Southeast Asia.
Adoption and Uptake
The research approach was formally adopted within nationally and regionally significant governance instruments.
Murray–Darling Basin Authority (MDBA)
Resilience and Drivers of Change concepts were embedded in core MDBA decision support processes, including:
- the State of the Rivers Audit (2025), which shifted assessment away from static condition reporting towards evaluating system change and long term risk; and
- the Basin Outlook, which frames future basin trajectories around interacting drivers such as climate change, development pressures and governance choices.
Mekong River governance institutions
Resilience based and adaptive governance principles informed institutional guidance on stakeholder engagement, including the Mekong River Commission Stakeholder Engagement Handbook (2021), which is used across multiple Mekong countries to guide inclusive and adaptive decision making processes.
These documents demonstrate formal uptake of the research into authoritative instruments that shape how water governance decisions are made at basin wide and transboundary scales.

- Clearer articulation of trade offs across social, economic and ecological objectives, and across time.

The adoption and emerging impact of this research is evidenced through its incorporation into formal governance documents used by decision makers:
- The Mekong River Commission Stakeholder Engagement Handbook (2021) reflects resilience based, adaptive and inclusive governance principles consistent with the approaches advanced through this research.
- The MDBA State of the Rivers Audit (2025) demonstrates the operationalisation of resilience thinking through a shift towards assessing system change and long term risk.
- The MDBA Basin Outlook frames future basin trajectories around interacting Drivers of Change, evidencing uptake of anticipatory and system aware governance approaches.
These publicly available instruments provide verifiable evidence that the research shaped how water governance decisions are framed and supported at national (Australia) and transboundary (Mekong) scales.
Next steps to monitor and scale impact
- Monitor implementation outcomes of adoption, particularly in relation to the MDBA’s upcoming Basin Plan developments, including effects on governance institutions, communities, water users and other stakeholders.
-Extend application to new contexts, exploring how resilience and Drivers of Change approaches can support more adaptive, inclusive and evidence-informed decision-making in other transboundary water bodies.
