The proposed Jean Monnet Centre of Excellence (CoE) for the EU-Australia Critical Raw Materials and Clean Energy Transition (EUOzCRM) at the University of Canberra (UC) brings together high-level transdisciplinary Australian and EU experts to develop timely and relevant research, which consolidates and expands understanding of EU-Australian cooperation in this field at a pivotal geoeconomic momentum.
Over the three-year period, the Centre will become a focal point of competence and knowledge with respect to its core themes: (1) security, (2) sustainability and (3) trade of critical minerals (primary focus) and in relation to clean energy transition (secondary focus). The EUOzCRM will contribute to empirical research, mapping and improving the regulatory framework, identifying opportunities for enhancing bilateral cooperation, fostering policy and stakeholder engagement, outreach, building capacity in EU studies, and strengthening the role of the EU in the globalised world. The EUOzCRM meets the objectives of the JM action by incorporating research, teaching and think-tank functions, while its specific focus supports the priorities of the call (environment and fight against climate change), thus facilitating the implementation of the European Green Deal.
The proposed CoE will be embedded in the University of Canberra’s (UC) Centre for Environmental Governance (CEG), located within the interdisciplinary Faculty of Business, Government and Law (BGL). The CEG provides critical mass of world class transdisciplinary scholars dealing with complex issues of governance, who make significant contributions to contemporary research theory and applied policy and industry governance outcomes. The EUOzCRM aims to consolidate this work and give new impetus in an area of growing significance, while complementing and building the host institution’s capacity in EU studies.
The proposed CoE seeks to have a deeply practical engagement with policy and industry stakeholders, and involvement of the Export Council of Australia as the industry partner in its activities. The key strength of the CoE will be an engaged academic-policy-practitioner dialogue, bringing a range of perspectives, intended to fill the existing gap in the field. Significant aspects of the work programme are appropriate to and accessible for civil society groups and will also incorporate indigenous perspectives. The EUOzCRM events and outreach activities will further target postgraduate students and broader, non-specialised audience, thus bringing the EU closer to the public.
The EUOzCRM will be led by a transdisciplinary and international team of early career and senior researchers and experts, who bring complementary practical and specialised knowledge, and academic, government and industry experience.
The EUOzCRM will start in the academic year 2025, with envisaged duration of three years (2025-2028). By encompassing transnational cooperation and transdisciplinary approach (environmental science, law, policy, economics, business, governance, climate regulation, politics/international relations), the EUOzCRM will gather knowledge and yield significant lessons for policymakers, industry and other stakeholders in the EU and Australia.
