    Papua New Guinea is changing its education system from a 3:5:4 to a 1:6:6 structure meaning elementary teachers (n=18,000) must upgrade their qualifications from a certificate in elementary teaching to a diploma of primary teaching, to remain employed and registered as teachers. This project investigates how diverse stakeholders (higher education institutes, national and provincial departments of education and teachers) are navigating and implementing this change.
