Abstract

This document provides a plan for the evaluation of the ACT’s Human Services Blueprint (Blueprint). The Blueprint is a framework for achieving a cohesive human services system to support vulnerable individuals and families who require a joined up service response. The Blueprint was co-designed with key partners and informed by sound evidence to provide a framework for systems design and reform. It is managed by the Better Services Taskforce (Taskforce), a government and community partnership with strategic oversight of the implementation of Blueprint reforms. In acknowledging that implementing the Blueprint will take time and effort, the Taskforce oversees three key flagship initiatives under the name Better Services to establish “proof of concept”:
