Abstract
The 2020-21 federal budget is unprecedented. This is not only because it has been released later than usual and during a global health pandemic. It is also because of the high level of uncertainty about our economy and society. This makes for a very different independent modelling of this year’s budget. Such is the degree of income and related shock that is still reverberating through the community, many of the traditional forms of data used each budget are less accessible or reliable. Taking a conservative approach to analysis, this has resulted in NATSEM curtailing the usual scope of this report. It has also seen our team adopt creative new ways to compensate.
