    Abstract

    Leading Upstream (LU) is a professional development program that was developed collaboratively between the Chinese University of Hong Kong and the Hong Kong English Schools Foundation (ESF). The year-long program is intended to develop the leadership capacity of selected middle school leaders and comprises a number of distinctive features. The program was first offered in the 2005/2006 school year and the fourth cohort is currently engaged in the program.

    This report comprises both an evaluation of the program to date and an external assessment of the impact the program has had on participants, and more broadly on their schools and the ESF. This report draws on previous evaluations and external impact assessments, interview data with program developers and participants, questionnaire data from 51 respondents and an examination of program documents and records.
