Argument that the 'legislative excesses' of the Howard Government and the High Court's abrogation of its role as the guardian of the Constitution has necessitated the introduction of an Australian bill of rights - the politicisation of the human rights debate - role of judiciary in implementing a bill of rights - constitutional issues in enacting a bill of rights in Australia.
