Between Promise and Pragmatism: Deliberative Engagement in Victorian Councils

Abstract

Since the Local Government Act 2020 mandated deliberative engagement practices, Victorian councils have been working to develop approaches that meet this legislative requirement. Yet as the sector gains experience, persistent challenges continue to shape implementation.

This Practice Insights report draws on reflections from practitioners across Victorian councils who gathered for the Big Deliberative Debrief in August 2025. It examines how deliberative practice is evolving, explores emerging tensions in implementation, and identifies areas where further development is needed. While confidence is building and innovative practices are taking root, the analysis reveals critical factors that influence whether deliberative processes deliver meaningful democratic engagement or become another consultation requirement.

For councils committed to deepening their deliberative practice, this report offers practical insights into the challenges and opportunities ahead.
